GSM panel applet keeps on displaying 'Connected to GSM network' notification

Description
The panel applet keeps on redisplaying 'Connected to GSM network' when switching
cells - This message only needs to be displayed when connecting to a new
network, or when connecting after being disconnected, not whenever a tower is
switched (which can be very often).
Using phone-kit, you could hook onto the "StatusChanged?" signal of the network
object, otherwise you need to add logic to ignore successive
NETREG_REG_(HOME|ROAMING) when only the cell ID has changed.
Openmoko-today2 also now displays the network name (and 'registering...' during
connection), so perhaps this notification should be disabled altogether?
