...it does not seem to be in default kernel on phase0 devices.

It will be as kernel module as this way we will get kernel booted a bit faster.
And this is one of modules which will be added into rootfs along with rest of
ppp stuff.

Pavel, is there some special reason why you like it build in the kernel and not
as module?

For enduser we deliver a sane system with matching modules in rootfs. Hacker
should be able to take care about it themself. :)

No, having module is certainly enough for me. But phase0 devices did not even
have a module there; it is now fixed, so this bug can be closed.
