This is rather a problem with openmoko-panel-gsm.
The long delay comes from the timeout function. Currently the panel apples does
not update the image directly when receiving a Singal strength event, but up to
4 seconds later.
The whole handling will probably change anyways once we have a GSM GObject
abstraction.

The gprs, rssi icons will be displayed on the top bar. Are you telling me to
display the top bar with dialer?
