Missed calls should return to Today screen

Description

If you dial to the Neo and hang up before answering, the screen changes to the
dialer's number pad. It should instead return to the Today screen (which is what
shows the number of missed calls).

Rather than return to the Today screen, it should really return to whatever the
user was doing before the incoming call.

This will be fixed by moving the notification (incoming call, talking, etc.)
windows out of the dialer.

If a call is missed, the user is now returned to whatever was on the screen
before the incoming call was received.
